Since 2016, the HV Council has been chaired by DC Action for Children, and has been staffed by a Coordinator. WHAT WE DOThe HV Council works to drive systems-level change that supports positive child and family outcomes through home visiting. Home visiting is one of a range of child and family supports offered in the District; together, these services, including home visiting, constitute the early childhood system. Because home visiting touches multiple components of the early childhood system – including health, early education and family support – it is vital that home visiting policy and systems work is attuned to the greater early childhood context. Therefore, the HV Council provides systems-level support, advocacy and data tracking for home visiting, in addition to providing a forum to facilitate programmatic support for home visiting providers.

THE SUBCOMMITTEES
The work of the Home Visiting Council is carried out by members organized into four subcommittees. Committees meet every other month and collaborate on projects, as necessary.
Advocacy
The HV Council advocacy subcommittee advocates for sound policy, including a sustained, meaningful local investment in home visiting, to ensure that home visiting is incorporated into broader District strategies to support early childhood health and development, and prenatal and maternal health. |
Programs
The programs subcommittee provides a forum for focused support for home visiting programs; serves as a resource for the HV Council on the needs of programs; and identifies cross-programmatic professional development opportunities and workforce supports for home visitors in the District. |
Data
The data subcommittee tracks DC’s home visiting program data, provides data support to subcommittees and stakeholders, and to promote data-driven evaluations and quality improvement efforts for home visiting programs. |
C-Intake
The c-intake (centralized/coordinated intake) subcommittee works to develop a referral and intake system for home visiting in order to improve access to appropriate home visiting services for families who might benefit from them. |
STRATEGIC PLAN

The DC Home Visiting (HV) Council was established in 2000 as the Home Visitation Advisory Council for the Community Integrated Services Systems (CISS) project. Since then, the HV Council has taken a range of approaches to serving DC’s home visiting community, including as an advisory body for the DC Department of Health and as a community of practice for home visitors.
Since 2016, DC Action for Children has chaired and coordinated the Home Visiting Council with support from the Bainum Family Foundation. With this new leadership in place, the HV Council underwent a refresh to better address the systemic needs of home visiting programs, their staff, and the families that they support. As part of this refresh, the HV Council developed a strategic plan to define its role, goals, structure and membership.
